Rideau Lakes Township 2026 Budget Deemed Passed

The Township of Rideau Lakes has officially passed its 2026 budget, following the framework of the new Strong Mayor Powers legislation, which provides the mayor with enhanced authority to propose, amend, and approve municipal budgets. The budget, presented by Mayor Arie Hoogenboom, was subject to amendments by council, some of which were vetoed by the mayor. Ultimately, the mayor’s vetoes were upheld as council was unable to override them.

The final approved budget includes a 4.84% Township tax increase, however, when combined with the County’s approved budget increase of 2.46% and the 0% education tax rate, results in a combined tax increase of 3.28%.

Mayor Hoogenboom said, “This budget reflects our commitment to creating a fair and affordable financial plan for the Township of Rideau Lakes. While we face rising costs and increased demands for services, we have worked hard to balance those needs with our responsibility to taxpayers. The 2026 budget is focused on supporting essential infrastructure projects, community programs, and maintaining a high quality of life, all while keeping tax increases at a reasonable level.”

The key highlights of the 2026 budget include a significant increase in assessment, totaling $28,725,500 due to growth. The Ontario Municipal Partnership Fund (OMPF) has also seen an increase of $203,800, bringing the total to $2,119,000. However, the Ontario Community Infrastructure Fund (OCIF) has been reduced by $22,238, bringing the allocation down to $200,141. Additionally, there is an 11% increase of $227,659 in the OPP’s annual billing. Finally, a 2% wage increase has been approved for both staff and council, aligned with the Consumer Price Index (CPI). There are no changes in staffing or service levels.

The budget includes a wide range of significant community-focused projects, aimed at improving infrastructure, municipal buildings, and emergency services. Highlights include the reconstruction of Elmsley Lane, Fairlane Drive, Crosby Road, Mahon Road, Smith Road, Lake Street, and Townline Road, with shared responsibility for some projects with Elizabethtown/Kitley. Additionally, 21 km of road will undergo Single Surface Treatment, while 1 km will receive Double Surface Treatment, and 2.1 km will be treated with Micro Surface Treatment. Elmsley Lane and Fairlane Drive will also be

paved, and the purchase of a Tandem Plow Truck and a Half-Ton Truck will replace existing rolling stock.

Municipal building upgrades are also a key focus, with structural repairs and roof upgrades planned for the Elgin Complex. South Elmsley Hall will receive roof repairs, a shade structure, playground, and pickleball courts. North Crosby Hall will have its aging boiler replaced and a new water softener installed. Air conditioning units will be replaced at the North Crosby Garage and Daycare. The design of a new parking lot at the former Delta Maple Syrup Site is also planned. A building condition assessment will be conducted for the Newboro Hall.

In addition, the budget includes the installation of new CCTV cameras at Newboro Harbour, structural review of Portland Main Docks, and a new SCBA Decon/Washer will be purchased for Fire Services. In June 2026, a new Pumper will be delivered to Fire Station 4, and the ending of the Automatic Aid Agreement with Smiths Falls for the South Elmsley Ward will provide $85,000 in savings.

Finally, the Township will allocate $179,615 in community grants to support local organizations and initiatives, continuing to invest in the well-being of residents.

Reserves have not been used to reduce the budget, however $344,000 was used to purchase a wheeled excavator.  No new debt is being taken on to balance the budget.  Any potential 2025 surplus/deficit will be funded from, or transferred to, the reserves.
