The Project
The Township is undertaking the process to update the Zoning By-law with a potential implementation date in the Fall of 2023. The By-law will implement the policies and directions in the recently updated Official Plan as approved by the United Counties of Leeds and Grenville in June 2022. As per the Ontario Planning Act, all zoning by-laws shall be amended no later than three years after the official plan is revised to ensure that they conform with the official plan. Once approved, the updated Zoning By-law will repeal or replace the current Zoning By-law (By-law NO. 2005-6).
Starting in February 2023, the Township will be consulting with the community to gain insight into what you want to see in the Zoning By-law. Please visit this webpage for project updates, upcoming public consultation events and opportunities to provide feedback. You will also find future drafts of the Zoning By-law as they become available.

The Process and Timeline
The Zoning By-law update process commenced in January 2023, with completion anticipated potentially by Fall 2023. The process will be completed pursuant to the following tasks:
Task 1: Survey Consultation
The update will begin with an online survey (hardcopies will be available at the Township office). This survey will provide staff and Council with an opportunity to gain insight on topics of interest to community members as well as to gather information to aid in future public consultation opportunities. This phase will commence in early February and be completed by early March of 2023.
Task 2: Prepare Draft Document
Beginning in March, staff will draft changes to the Zoning By-law for the Planning Advisory and Committee of Adjustment (PACA) to review. The draft document will be formally presented to the public and agencies in late May however will be available for review at all stages through PACA meetings
Task 3: Survey Consultation
Staff will distribute a second online survey from late May to late June 2023 (hardcopies available at the Township office). The purpose of the survey will be to gain feedback on the draft Zoning By-law.
Task 4: Statutory Open House
The draft document will be presented to the public via an Open House to seek feedback on the updated Zoning By-law. The Open House is tentatively scheduled for June 15th, 2023, at the Elgin Hall.
Task 5: Statutory Public Meeting
The draft document, with the incorporation of public and agency comments, will be presented at a statutory public meeting. The draft by-law will be revised following this meeting, as needed, prior to being presented to Council for approval.
